Fitting Fork Dust Seals?

Hey everyone,
I am mid mid way through servicing me fork, I have stripped it down cleaned everything and taken out the old dust seals.
The only problem is I cannot fit the new dust seals in. I believe they are the correct seals as my fork is a Rockshox Tora and the seals say they fit Tora.
Does anyone know how I can fit these seals? Do I need a special tool and if so which one?

Fork is the one found on the 2008 Specialized Rockhopper Disc
