Question about my fork

On my Rockrider 8.1 I have got a Rock Shox Recon 100mm hydraulic fork with lockout at the handlebar. With the fork locked, it still does travel down. Does a fork locked on should just be rigid? This is my first MTB with this option and I am wondering if there is something wrong with it. Also there is a dial on the other side to adjust the fork, I have read the instruction that came with the bike, but there is nothing about this dial, I don't want to start messing it up. So if anyone could let me know or even better if they have a Rockrider 8.1 maybe they have got more experience about it. Thanks

The dial on the left is presumably preload to set sag.I don't do smileys.
