Boardman FS Team 2007 - Can't get into top gear

Had my Team Boardman for a couple of years. I am a bit of a novice when it comes to bike workshop. I do the basic maintenance, cleaning lubing etc.
Recently been using my Boardman for commuting and I can't seem to get into top gear number 9 (smaller cog). When I go from number 8 on the shifter to 9, it's don't click the chain over.
I performed a test and when the shifter on number 9. I manually put the chain on the smallest cog, turn the pedal but the chain don't want to stay on smallest cog and pings back over on to number 8 (one but last cog) when I turn the pedals.
I haven't really noticed it too much doing mountain biking, but road commute, be much handy getting it to top gear.
The system is Scram 9 on my boardman. Is this cable adjustment required?

Assuming the limit stops are set correctly, and the hanger not bent, try removing the cable, cleaning, and then resetting cable tension.0
