What frame size for wife?

Hi,
I'm looking at buying a bike for my wife and was just taking a look on ebay, but I'm unsure what frame size she would need.
She is 5'5", with a standard inside leg, probably around the 28-30" mark.
Is a 20" frame too big?

You cannot accurately guess the correct frame size as the 'same' frame size means different things to different manufacturers... however 20" is large. I'm 6ft and I have a 20" L Anthem. I could just get away with an 18" M. At 5'5" you are looking at something 'small' in the 14" - 16" range.
