For tyres with 28mm tyres, would SKS P45 be recommended? Or would it look a bit too wide?

I have 28 mm tyres, with the 35mm guards fitted. It's a close fit, but I did so for the same reason as you, I didn't want them to look too big.
They're not on the bike at the moment, so I can't take a picture unfortunately.0 -
assume 45 is 45mm? If so perhaps a bit wide?Say... That's a nice bike..

Correct.
Looking at pictures online I personally felt the 45s were too big.0 -

I was thinking of going for 45 mm mudguards for my hybrid with 28 mm tyres. I think the 35 mm ones will be tricky to get enough clearance, and likely to rub the tyre if not exactly right.0

Depends. Some tyres are nominally 23 or 25 but are larger (Michelins are notoriously bigger). P35s are great for 23-25mm, for peace of mind and less chirruping noise I'd go for the P45s on 28mm+ Time to get the vernier calipers out...Ecrasez l’infame0
