Italian Hotel / Napkins ???

At dinner in our hotel (which was quite nice), we had an envelope each. Took us ages to work out that this was for our napkins as tables that were used on previous nights had their left over drinks (bottles of wine, coke etc) on the tables with their napkins in the envelopes.
But why would they do this? Wouldn't people prefer clean napkins?
Even more weird was that there's no names on the envelopes and they're piled up in the centre, so you'd be likely to end up with someone else's dirty napkin ???
