terminally worn steerer tube?

tube wall is 50% thinner on one side.

steerer is straight, no gouges

    steerers dont wear.

    its round, the stem fits fine on it: why thin on one side?

    it came out of a headset which kept developing play, cup needed repressing thought this might have distorted it?
