electric bike help please

Hi all I normally post on mtb section but I am looking for a small electric bike for my wife who is disabled and can not walk to far the problem is she is only 4'9" so it has to either be small to start or can be doctored to fit. I would pay for a new one if I had to up to around £1200 but would rather pay as little as possible or second hand as it may be a total waste and she wont be able to use it any way even if she does use it it will be few and far between and never on a main road. We have looked at a few but we really need to get one so she can try it in private.

    Get a bike that fits then fit the alien (brand) wheel and battery to it.
