Reaffixing a stitched pannier strap

Hello all,
Today in my wisdom I decided that I couldn't be bothered to unclip and reposition my bike, opting rather to drag myself against the fence post.
As I was completing my well thought out manouever I heard a rip, turns out I've almost ripped off one of the straps on my carradice pannier - doh
Lesson learned - laziness breeds work
So does anyone know of a decent fix?
Behind the stitching of the strap is a welded bit of material presumably to keep it waterproof - meaning stitching it back on would be near to impossible without piercing this and hindering the waterproof abilities of the bag.
Would some kind of adhesive work? I'm leaning toward it not being as effective otherwise that'd be how carradice did it?
Anyway, all/any thoughts considered
