just done my mono mini now having a problem

new plastic piston and new seal in bore side otherside stay with old steel piston old seal fully bled
my problem is, pull lever and the steel piston moves out freely,plastic one moves a little,why is this happening

i think the plastic side is tighter cause its new thus causing uneven pressures in the two chambers, what do you guys think

so if i change both side to plastic and new seal would it solve my problem
