Brake upgrade - where to go from Shimano M486

I'm struggling to make my brakes feel like they did when new: spent hours bleeding, fettling and re-padding, but they just aren't the same.
Compared them to my mate's Hayes 7s which are way older, and have decided I should ask you lot for advice.
So, I don't want to spend a fortune (I don't have it!), but I want to get the most out of my riding. The bike is a Trek Fuel Ex 5.5.
What would you do?
