DIY fix for oil leak?

After service of my Tora 302 forks i have worked out i believe why they are leaking oil from the turnkey lockout on top of fork.
When i opened up fork i noticed when i removed the snapringand the blue turnkey that oil was leaking(,though only small amounts) from the top of the toras.
(the black section on the top of damper)

question is, does this mean the blue damper is broken/need a new one, sinse the top of it where the turnkey+snapring sits is allowing oil out?
Or is it possible to use maybe blue tak where the O ring sits to stop the oil from leaking out from the small gap where the turnkey sits?
