Need help replacing stock wheelset on Felt F5

I've been looking online for a new wheelset for my bike, my old ones have about 7,000 miles on them and have taken enough abuse to be in need of replacement.

- My bike is a 2007 Felt F85, it currently has the stock 700x23c with Shimano hardware.
- I'm looking for a set of wheels lighter than what I currently have (around 2000g)
- My price range is up to $250, I know that limits the options.
- I weigh around 190 lbs.

I was looking at the Easton EA50 SL, but not sure about those as they are 700x19 and my current setup is 700x23. Is there a concern with changing the size other than needing the brakes adjusted?

Any suggestions on another option?
