What is the best website for planning routes across Europe. Ideally we would like it to follow bike paths where possible, and to produce either gps files or printable directions.

Apart from the obvious google maps http://www.viamichelin.com/ has been recommended to me a few times and looks quite good from the play I've had with it.0

There's no such thing as 1 cycle route planner for the whole of Europe. Probably one of the most detailed covers the northern half of Belgium and the southern half of the Netherlands:
http://www.fietsnet.be/routeplanner/default.aspx. It makes use of cycle node junctions.
Try to find (more or less) similar planners for other parts of Europe.

http://www.bikeroutetoaster.com works throughout the world but i am unaware of how well it works outside of the UK. It usually follows fairly quiet roads and is uploadable to a gps and can give instrctions both on gps and print out.0
