Single Speed 13t Cog Skipping

Hi Guys
I am having trouble with my Single speed (conversion) mountain bike skipping.
I have been running a 32t cog on the front and a 16t cog on the back and it has been fine.
I put a 13t on it today (for road use - flat) and now the chain will not bear and weight without skipping.
I have also checked the new cog compared to the 16t I took off and the teeth seem to be the same distance apart.
The teeth on the cog seem to be hitting the part of the chain where the pin is (see picture below) and then falling in to place properly.
Note the pictures below are taken while the bike is upside down.
I have tried making the chain longer and shorter and also changing the tension on the tensioner
There seems to be enough chain to cog contact.
Any help would be much appreciated.

the chain is sitting on the spacers so yes it will slip.
turn the spacers around so the lower edges are pressing on the cog.

do you think that small difference in height will fix it?
