Indexing Gears - Slipping chain issue

I've just attempted to indexed my gears on my new build, but the chain often slips/ jumps when changing. It occurs at various rings on the cassette when changing, but it doesn't always happen on those rings everytime I run up and down the gear. Sometimes it will jump from 8-7, other times 5-4, and vice versa, much like ghost shifting. Its a used cassette which doesn't look too worn, Im not sure of the exact usage, and a new chain, although this has a few stiff links from when I was fiddling with it, but I just can't get them completely free again.

The limit adjusters on the derailleur are correctly tuned, so can't understand why it would be the derailleur causing it to jump an extra ring when changing, so would it be the chain as it has a few stiff links, and the jumping is random, or the cassette? Im going for the stiff links in the chain as the cause. Am I correct?
