What bike do i need...??

Hi there, Im in the process of looking for a touring/comuting/training bike all in one. Primerally i will use it for winter training, and some comuting. But i am interested in doing some touring one day. I kind of feel that i dont need a full on tourer that are really heavy. So was thinking of a cyclocross or audax bike. Are they strong enough to withstand panniers if i did decide to use it as a tourer? If not what kind of bike do i need.

What sort of budget?
Personally (money no object) i'd be looking at some Ti bikes (with all the eyelets)0 -
Ribble winter with SRAM Apex WiFli. Long cage mech and 11-32 rear cassette.
