Chainstay protector?

This noob question probably belongs in the beginners section.
What is this piece of material with sticky backing used for?
My guess was a chainstay protector but it just doesn't look right sitting there at 1-2 mm thick. Besides, I use a wrap around.24g57o4.jpg
