Slightly loose front wheel

Hi,
I have a quick question I wanted to run past you all. I was cleaning my bike earlier in the week and when putting the front wheel back on, there seems to be a bit of play (from side to side) even when the wheel is on as tight as I can get it.
I checked the fork which seems fine and looked over the wheel, which is still true.
Any idea what could be causing it, or what I can do to fix it myself? Is it still safe to ride? (I don't think the wheel will come loose, so personally I think it will be).
If it helps, I am runnning a Giant Defy road bike with stock wheels.

Sounds like the cones on front wheel need tightening or your bearings are shot; hopefully the former
