Seized/broken skewer

I have a DT Swiss RWS thru skewer which I cant undo, consequently my front wheel is stuck on my bike. I think at some point something was seized up (over a long cold winter in the garage), but with my frustrated attempts to undo the skewer the 'handle' will turn and turn but without actually undoing (the actual skewer turns also). The nut on the opposite side is off but I just cant seem to get a gip on anything to undo the two bits that are screwed together. The only option I can think off is to saw through the axle at some point. Any better ideas would be welcome. There is a picture here.

As you know, you pull the handle outwards so that it disengaged from the ratchet allowing you to postion the lever without undoing/doing up the skewer.

Presumably yours is all the way in so the ratcheting part is broken.

Is it possible to take part hte skewer when it is installed? (need to look at mine).

Have you tried unscrewing the other end - using grips/large pliers? Note that this may chew up the fork drop out a little bit due to the serated edges.
