Hope Semi-Integrated Headset - Bearing fitting problem

Hey Guys,
I am replacing the bearings in my Hope semi-Integrated Headset (see http://www.hopetech.com/page.aspx?itemID=SPG186) and have come across a problem.
On the lower of the two bearings where it seats into the forks there is some serious amount of play. Its not a good fit.
The bearing is shaped but it appears to be a different shape than the seating. It fits snuggly to the frame but the play is on the inside where its joining the fork.
Is there some sort of spacer or part that i need to sort this or anything else i can do?
Here is a pic of the problem area as I'm sure I'm not using the correct terminology here :-)

the play should go when you tighten the top cap.

I had assumed it would be a snug fit between the crown race and the bearing.
I hope your right but as i didn't fit the headset originally im suspicious now given how much play there is that the crown race isnt the correct one... the shop that fitted the headset may just have been being lazy!
I'm going to order the new bearings tomorrow (HS123), i was dismantling it due to an annoying tick noise which was coming from the headset. Bearings are really loose in themselves so definitely need replacing.
Maybe i'll order a crown race (as they are £4!) too just to be sure.
