Were talking about saying hello for Christ sake, an acknowledgment of a fellow cyclist. Not having a buddy conversation for four hours. If somebody wants to debate the inner workings of a dérailleur, then it's time to act all Howard Hughes.
I live in the countryside, I might see a hand full of cyclist while I'm out, so to acknowledge five people who share a similar interest is no hardship to me and to be honest almost everybody has a smile and an acknowledgment, as they are enjoying the hills, scenery and wildlife. It's almost hard not to.0 -

I think a pleasant hello in passing hurts nobody but engaging in conversation is a whole different ball game. Some people want to and some don't, both are perfectly acceptable forms of behaviour.
What troubles me with the OP is why he (she?) let this continue for 15 mins. How uncomfortable a situation must that have been? Either drop back or move on. By all means think they're rude but to perpetuate that situation for 15 mins, I find very weird.0 -

Now having bought myself a reasonable starter bike and some proper riding kit the same people want to let on to me when we pass each other.
That sort of behaviour really annoys me as well.
