Tube question on a Pashley

I have a Pashley Guvnor, with 40 - 635 tyres (28" 1 1/2").........
.............. silly question but can I use 700 28/38 tubes ?

That's 700b, 700c tubes could be used but a tight fit.Bikes, saddles and stuff

Go to a shop and check the size on the tube boxes, but 700c is not a big difference, i've got a 26 mtb tube on a 650a wheel and it's a bigger difference but I haven't bothered to get a 650a tube in a couple of years.Bikes, saddles and stuff

Tubes usually cover several dimensions; they are not exact. I would guess that a tube marked for 622-35+ would be about right. The same tube will probably be marked for 630-32 and maybe even 635-40 (the dimensions might be marked with the section first; I can't remember whch way round it is, I always think of tyres diameter first because its more important).0
