Wheel vibration

I recently discovered the rim on my front wheel was starting to peel away (chunk of steel was scraping against the brakes). I replaced it with a spare wheel I had in the garage, which is, however, a few mm wider. I immediately noticed a vibration in the wheel, and when I removed it saw that the wheel did not revolve evenly. This was not due to the wheel, but the tyre. Parts of it just seemed to lie deeper in the rim than others. Try as I might (I must have removed it 6 or 7 times) I have not been able to remove this effect. I can only assume I ought to give up the experiment and get the faulty rim replaced or else buy a new wheel. Or am I missing something?

There are compatability charts between tyre width and rim width. If you fit a narrow tyre on a touring type rim (esp if the rim isn't hooked) then you can get problems like you have described..
I had the same on a wheel meant for 32mm tyres when I used a 23mm tyre. The bike also shimmied so it wasn't a great combination for a number of reasons!
See at the bottom of the page linked.

Out of interest, is it your 'normal' tyre, or an old tyre on the spare wheel? I only ask as if you've left it in the garage flat, the rubber could have perished in places and now be folding/buckling in places and you'll never get it true.0

no, it was my normal tyre, which fitted the old wheel perfectly.0
