CSN Blackstorm forks headset question

I have a ribble winter frame and csn black storm forks. I needed to replace the headset and now have an issue where on the lower headset above the top of the forks there is a gap as the botom of the headset will not drop down flush with the forks due to a taper on the steerer, however the headset assembly fits snugly into the frame. I have put it all together and it all fits correctly and there is no play but is it ok to have a gap between the bottom of steerer and the forks? I purchased a FSA Pig Ball bearinging headset.

    Did you swap the crown race on the forks? Check that they are both the same. Also, are both bearings the right way round i.e. chamfer on inner bore should be down on lower, up on top.
    Make mine an Italian, with Campagnolo on the side..

    They are brand new forks so is the crown race a component I am missing
