How do I remove this fork from this steerer?

It's a bike I rescued from the local community recycling facility (rubbish dump). Pretty sound everything works tyres hold air.
The fork looks a bit beaten up and I fancy respraying it before my boy gets big enough for it.
I have a friend with a shotblaster, and It'd be best getting the fork off.
It's a threaded headset.
The stem is part of the steerer tube. There's a long hollow bolt that's come out of the top of the stem that joins onto something. It's got a 360 degree rotating headset btw so there's no split cylinder type arrangement to adjust the handlebar height. (The front brake cable passes all the way through the steerer tube).
Have applied a little elbow grease but the fork and steerer seem inseperable at the moment.

undo the bolt in the center a few turns and tap it into the steerer to release the wedge.
then pull it out.
then undo the nuts.

The stem fits inside the steerer with a wedge and the bolt that loads it. The stem should pull out. If stuck, they can take some persuasion!
Replace the bolt and thread it in to the wedge, keeping loose.. Then tap the bolt with a hammer - this may free it if siezed.
The fork is retained by the threaded system ie the top nut which is locked against the upper bearing race. You will need headset spanners, usually 32/36mm.0 -
