Drop bar replacement for my Specialized Sirrius

Since buying a road bike at Christmas I've been avoiding riding the sirrus because it feels so heavy and upright (I feel like I'm on top of a ladder on the damn thing) anyway, because of the rain this morning I had to use it for my 22 mile commute and I've decided that enough is enough and I want a road bike with mounts for a rack and mud guards for my winter/sh*tty weather bike.
I was thinking of just getting a frame and using the sirrus as a doner for most of the parts. This would just mean new brakes, shifters and handlebar. Sirruis is upgraded to 10 speed, so I'd be looking at 105 or Ultegra shifters.
I just need to know what frame will fit 28mm tyres and mudguards and if long drop caliper brakes will fit around them as well. I could also use mini V's and a cyclo cross frame, but I'd really rather not use cantilever brakes.
Budget about £350 for the frame, other bits I'll buy as and when and hope we don't have to much more rain until it's complete.

Hi,
Sell the Sirrus. They are popular bikes, you'll get reasonable money for it. Then add the £350 frame budget to what you get for it and buy yourself the bike you want.
The cost of the frame and the drop-conversion parts won't give you a good return on your investment.
If you can afford to buy other bits "as & when", then go for a good frame on the replacement and upgrade the running gear as you wear it out.

You could put drops on the Sirrus? Or drop the flats on it perhaps, the bars are quite high, my flats are about 2.5" below my saddle, on most Sirrus they are about that above!
That or I agree, sell the (very sellable) Sirrus and buy what you want (you could go for a used bike with similar aging of the components on the Sirrus!)

Yes, I flipped the stem on my (admittedly older) Sirrus to get a less upright riding position... Still prefer drops though!
