Specialized Bolt-on front wheel question

I've recently bought a Specialized Langster and whilst I'm "loving" the bike I have a niggling question about the the installation of the front wheel which is a bolt-on type using flanged nuts.
On the axle there was both the nut and a washer for each side and I'm unclear if the washer needs to be on the hub side of the fork or the outside. The manual doesn't mention the washers nor do they appear in the cross-sectional illustration of the installation.
Currently I've installed them on the outside (between the nut and fork) but this doesn't "look" right.
However to get them on the inside is a "very" tight fit so that doesn't seem right either.
Any advice?

On the outside, like you have them now. They're there to stop you damgaging the dropouts when you torque up the nuts.0

Thanks Warpcow that makes perfect sense.
It looked odd because the washers are of smaller diameter than the nut flanges for some reason.
