Seatpost on GT I-drive 5 xcr

I have a problem with my seatpost, the saddle rotates both ways with little force. It isn't the QR clamp at fault, the post itself is held but there is a join just below the clamp with no obvious way or tightening it.

Assuming this is some kind of pressed permanent join, am I going to have to replace it? If so can anyone confirm it needs to be 31.6mm and whether there are any recommendations that won't break the bank please. :)
