does this count as a scalp?

I'm on my hybrid coming home, carrying laptop, tools & clothes in a rucksack. I kept pace with and then overtook a guy on what seemed to be a carbon road bike with clip on tri-bars. So, a scalp, yes?
on the other hand the guy was wearing jeans, trainers and using toe clips with no straps.
I'm confused...
The spring does seem to bring out some pretty odd commuters.

IMO Clip on tri-bars make anyone a valid target. Bonus points if he was using them at the time.0

I see a bloke nearly every day riding through Bushy Park on a shiny chrome full sus mountain bike with tri bars. He is usually wearing a suit and a skinny tie, 80s style. I think he's even got a tie with a piano keyboard pattern on it, although I may be imagining that bit.
Never seen him with a french stick though0
