Varying threshold.

Quite simply I'm going to this into context.
For part of my training I do an hours race tempo at threshold and my average heart rate would be in the high 160s, if I try to do 170odd the lactate is too much and I have to drop the tempo, but when I race my heart rate is in the region of 180 for the race. Now is this down to psychological factors when racing or should I man up when training?
Also when I do a tempo ride which is meant to simulate a race if I work at a lower intensity than I would at a race, surely I would not get the desired effect, and I'm; in essence wasting my time.
Would I be right in saying that it's best to get some tests done to determine my lactic threhold etc.
