Threadlock or antiseize on V brake retaining bolts?

Am about to install a set of Single Digit SLs and have a question before I start.....
The retaining bolts for the brake bosses are supplied with a white coating on the threads. I'm not sure if it is anti-seize or what Park refers to as thread filler.
Should I just screw them in (maybe to the recommended torque)?
And if I remove them later on for cleaning or something, should I use a thread lock or anti seize when I reassemble afterwards.
Is it a good idea to grease the inner surface of the brake arms where they bear on the brake boss?
