Standard Head Tube, Tapered Fork?

Hello
I know this might sound stupid but is there any way a tapered fork will work with a standard, smei intergrated head tube? I only ask as I was sure that I read somewhere that there was a headset that made it possible.

no, it's the other way round that it will work - tapered headtube, regular steerer. headset permitting.0

I think there were a load of these on show at NAHBS, could you not just bodge it with two headsets to give you an external 1.5" lower cup and a internal 1 1/8" upper cup? Or do you need a different diameter cup for the lower?0
