Repainting a bike

Got me a bike from the Community Recycling Facility (rubbish dump) at the weekend; it's a steel bmx in mediocre condition.

Any tips on sprucing up the paintwork? The bars are a matt black which is worn. The forks are gloss black with big patches of surface rust on. The frame is white, bit tatty looking - if I could get the remains of the manufacturers stickers off it would look better.
