Fork Sanction Rubber Gaiter Boots

Back in the 90's and early 00's many forks sanctions had rubber gaiter boots as standard.
Out of curiosity, were these gaiter boots cosmetic or were they there to protect the sanctions?
I guess the only bikes available with gaiter boots today are BSO's.

The seals back then used to be much worse - but the gaiters could accentuate the problem by actually trapping dirt and moisture against the stanchion, scratching them and then forcing it through the seals.0

They are purely cosmetic in my opinion, at least these days. I wouldn't be caught dead with them on my bike. As supersonic said, they can often make things alot worse for the stanchions.0
