What bikes .....?

The budget is £3,600 for 8 bikes fo a local charitable organisation.
I need to get 4 adult bikes and 4 teen to adult bikes.
They are for use in MTB trainning (skills etc) and community rides but will also be available for hire to the geneeral public.
So average £450 a bike.
Whats the best bike for the job.
Probably the bigest question is what fork is the best on bikes around the price point?
I have heard that the suntour is a better buy than say the rockshox dart for example, any thoughts?
Now I should be able to drive a pretty hard bargain when buying 8 bikes.....
Any suggestions?

But as above, have a look at a few shops may get a bulk discount deal. I doubt it at Halfords or Decathlon though.0
