rear derallier problem

Just replaced the chain and gear cable on my old Claude Butler Blade mountain bike. When running through the gears manually they all work, going up and down. When riding the bike they dont change up (to a higher gear) smoothly Sticking around gears 4,5,6, and sometimes 7. They do change but not smoothly and not all the time. Any ideas

    did you change the outer as well?

    higher gear is a smaller cog?

    too much tension or too much friction.
