Gap between Steerer and Stem - How Big?

I understand there needs to be a gap between the top of steerer, and the top of stem, shown in picture below, but how big exactly does this gap need to be? Roughly 5mm? Need to know so I can order the correct size spacers

so the steerer is above the top stem clamping bolt and so the top cap does not bottom out.
