Do some crown races have cuts in them?

Mine arrived today and am not sure why there is a cut in it, whats it for? Also whats the small rubber stop for? Sorry for the crap quality.

Some do.
Plug looks like it would be to put in the top cap bolt to make it look neat.I don't do smileys.

Its not even a crown race remover its a bearing seperator for getting wheel hub bearings off half shafts you can get one for about twelve quid from Halfords.Fig rolls: proof that god loves cyclists and that she wants us to do another lap0 -

lol no chance that will work!
The crown race I have converts a 1 1/8" steerer to a 1.5" size bearing and is aluminum so is huge.
What headset is it anyway?
Silver one does have a shallow taper on other side to the bearing so maybe it is the crown race with taper to let you get under it to remove it. Upper one should be nice and snug to the normal part of the steerer and smaller as Nick says.0
