Problems fitting a rack

I'm fitting a fairly bog standard rack to a frame that has no fixing mounts on the seat stays.
Can anyone give me any tips as to how to fix it to the stays? I've seen P clips that look like they'd do the job but they are quite small - my stays are 35mm in circumference - can any mathematicians tell me what diameter of clips work best for these? I've seen 16mm and 19/20mm ones but I'm unasure which would fit.
