Microsoft Office Picture Manager - Picture... Resize...
Picasa - File... Export Picture to Folder...
pretty much any photo editor will allow you to do something like this - just use Help and try 'resize'. Some file hosting sites allow you to resize on upload as well.Vitus Sentier VR+ (2018) GT Grade AL 105 (2016)
