New bike or new build

The Daughter has decided to blow £750 on a new bike, the question is should she get the best new bike she can afford or do a fresh build robbing the best bits from her old bike?
As it stands she can re-use
Crankset (good condition powerspline BB with Truvative arms)
Rear Mech (XT circa 2008 - needs Jockey wheels) and shifter (Deore but nearly new)
Brakes (Avid J5 front and J3 rear)
Chain (probably)
Cassette (11-34 HG70)
Wheels (short term, they are OK, but not the best, so the budegt will have to cover new wheels but give her time to get the 'right' ones).
If she were to Buy I reckon she would recover about £140-170 from splitting the current bike, but she can't really add that to the buy budget or she'll be bikeless for a period!
She plans to run 1x9 with a bashguard and inboard chain 'deflector' for neatness, the bike will be mostly used for XC with some more 'trail' type use occasionally, since the Leamington 4X track went all 'serious' she'll probably stay off that now, she's 5'4" and 8st 7lb (don't tell her I put that on a public forum or I'm dead!).
I think with what she can carry over in good useable condition and the fact she will be going 1x9, a build makes more sense than a buy, she's looking at getting the Arrow Easton frame from all terrain (£100) and using Fox 32 Van' (bought used) forks (estimate £200).

Build man for sure.
A new frame would still be new and shiny, and gives you the option to come out with extra cash if your parts are still in good working order!0
