derailure fault

hi folks
my derailure arm is fully in the up position and i,m wondering if i need a new derailure as the gears don,t change full and the derailure arm stays in up

the bike has had new gear shifter and cable

when i push the derailure arm down with my hand it just flicks back up

whats the problem any advice cheers

    Sounds like your chain is too long. The static position of a mech is 'up' the chain tension is what pulls it down.
