Stem Clamp Bolt

Hi, I have begun to round off the bolts on my stem, and want to replace them, but I'm having trouble.
The ones that came with the stem (Salsa MTB style) have a captive washer, and all my local LBSs (and engineering shops) can supply me with an M6 bolt but not a washer that will be small enough to fit in the recess which the bolt head tightens into.
Is this an unusual problem, and if not, is it possible to get hold of one of these bolt/washer combos? Sorry if this is a dumb question, but the bike shops are telling me a washer is needed to protect the alloy stem, but they can't help me get hold of one :x

contact your local Salsa dealer if you want the same parts.
