Shimano DX M647 float issue.

Hi,
True story, I've got some 2nd hand M647's. They have a problem i think.
Even wound right up on release pressure they have crazy amounts of float. I'm using a new cleat with them, so i know this isn't worn and have tested the cleat on some cheaper shimano spds that i use for xc and, as expected, the correct amount of movement is demonstrated.
It's got so much that my foot will rub on the crank one way and move over about 45 degrees outwards before it releases - no matter what release tension i use.
Basically - has anyone else got this issue? What causes it it - worn pedal metal?
