Merlin Malt Seat post size?

I am in the process of building a Merlin Malt 1 early 2000ish??, I have read on here that the seat post size is 27.2mm. I have measured the internal frame tube and it measures 31.5mm, is there a shim that needs used?.

I will ask Merlin if all else fails...
