Stopping rust before it appears

I know this question may be in the wrong place so sorry.

I have a steel frame, reynolds 853, my others are alloy so no worry, but I want to protect the inside of the frame.

Can anyone remember the spray on (not underseal!) protection you can get to spray into the frame, is it waxoyl or something else.

Ive always just used WD40 a couple of sprays into the head top, seat top and bottom bracket.
