Fork/Tube problem

So i recently bought a new stem for my bike and took off the old one. The new fitted fine and was the correct size and all. But whenever i lift the bike up by the bars the fork tube ( the bit that the stem connects to( keeps on wobbling around. I need help! I have tried fitting spacers and removing them and that didn't work. Is there anything I am doing wrong? Last chance before i got to the bike shop!

sounds like you are not preloading the headset.

you need a small gap between the top of the steerer and the stem


so that the top cap does not bottom out as you tighten it before tightening the stem bolts.
