I've got one of these and find it pretty good for general use.

i have one of those berghaus ones and it is ok but far from windproof.
50 quid wont get you much in the way of proper windproofing but i have a stretchy kind of fabric fleece from mountian warehouse which offers good windproofing which was about 40 quid, i had a quick look on their site and they dont seem to be listing it anymore but i quite like the kit from there so if you have one near, it would be worth a visit.0 -
I like my Raceface Hoodlum, it was cheap and ticks most of those boxes, it's just a softshell hoodie really. Strangely designed- the pockets are mince and it has a zippable air vent in one arm but not the other. One of those weird bits of bike kit that's ****-all use for biking but good for everything else. Not 100% windproof mind but still effective.Uncompromising extremist0

From Go out doors I have a couple of Regatta Softshell jackets which are windproof and from what I remember only around £25 and are excellent
As for fleece I've always been a fan of Patagonia stuff and have a cupboard full of their gearI'm going to blow the bank on a new build ( within reason ) NOW DONE!!
