Number of balls in LX Hub

Hi,
I fitted a LX hub about 9 months ago that had overightened cones when purchesed. When I dismantled it, I noticed it had 10 balls and a big gap, a gap big enough to take another ball and still leave a decent sized gap. Anyone know why this is ? I always thought you packed as many bearings in as you could. Shimano tech docs says 10 balls is correct. I've checked the engineering literature but it only seems it have info on sealed bearings - info on cup and cone being exclusive to cycles and not extensive. It's bugging me, anyone know the answer to why this is ?

Maybe someone put in the right amount, but smaller bearings.I don't do smileys.
